摘要:
近年来,网络治理理论的兴起为公共服务有效供给提供了新的视角。文章借鉴网络治理理论的理念,探索性地构建了小城镇公共服务供给主体的合作网络,并以江西省抚州市南丰县H镇S村村组公路修建的过程作为多元主体合作供给公共服务的典型个案,分析和检验小城镇公共服务供给主体的合作网络运行过程。并提出了创造参与条件,培育发展壮大网络参与主体; 制定网络规则,提升网络成员管理网络的能力,重视网络绩效,建立科学的网络绩效评估体系等对策建议。
Abstract:
In recent years,the rise of network governance theory provides a new perspective for the effective supply of public services.This paper uses the concept of network governance theory to construct the cooperative network of public service supply subject in small towns; and it use the process of building the road in S village,H Town,Nanfeng County,Fuzhou city,Jiangxi province as a typical case of multi-agent cooperation for public services,analysis and verifying the operation process of the cooperative network of public service providers in small towns.Thus we give suggestions as follows:creating participation conditions,fostering the network participation body,making network rules,improving the ability of network members to manage the network,attaching great importance to network performance,and establishing a scientific evaluation system,and so on.
