摘要:
我国改革开放四十年来,有关金融监管的研究文献成果丰硕,在金融监管内涵、模式、问题及对策等方面都有阐述。金融监管是我国政府监管当局对金融机构实施的监督和业务管制,即通过金融市场准入、业务范围及特定业务管制、风险控制、内部控制、市场退出等方面法律法规、政策维护金融市场稳定运行。金融监管模式及演化路径由改革开放初期的综合类监管模式逐渐演变为改革开放中期的多头类监管模式、当前的准双峰监管模式。同时,研究表明,我国金融监管面临监管低效等问题,需要进一步借鉴国际金融监管经验拓展研究内容、结合中国实际优化我国金融监管对策。
Abstract:
Since the reform and opening up 40 years ago,financial supervision is not only the basic premise of the stable development of China's financial market,but also an important part of the reform and opening up.The literature on financial supervision has made fruitful achievements in the connotation,mode,problems and countermeasures of financial supervision.It is believed that financial supervision is the supervision and business control carried out by the government supervision authorities on financial institutions,that is,maintain the stable operation of the financial market through laws,regulations and policies on financial market access,business scope and specific business control,risk control,internal control and market withdrawal.It points out that the financial supervision mode and its evolution path,that is,the “comprehensive” supervision mode in the early stage of reform and opening up has gradually evolved into the “multi-headed” supervision mode in the mid-term of reform and opening up,and the current “Quasi double peak” supervision mode.At the same time,the study shows that China's financial supervision is facing problems such as inefficient supervision.It is necessary to further learn from the experience of international financial supervision to expand research content,and optimize China's financial supervision countermeasures in light of China's actual situation.
