摘要:
金融体系存在顺周期性。内在的顺周期性源于金融风险计量的局限和激励机制的扭曲,外在的顺周期性主要由资本监管要求、外部评级机构、贷款损失准备计提规则以及公允价值会计准则带来。为在一定程度上抑制金融体系的顺周期性,应在金融制度和规则安排中植入一些逆周期因素,以平抑整个经济的周期性波动,最终实现维护金融稳定的目标。
Abstract:
There exists a kind of procyclicality in financial system.The internal procyclicality comes from the measurement limit of financial risk and the twist of incentive mechanism.The external procyclicality is caused by the anthropogenic institutions,such as the capital requirement,the rating agency,the loan loss provision rules and the fair value accounting.To control the financial system procyclicality,establishing an effective counter-cyclical mechanism is necessary.The essay thus puts forward some proposals.
