中小企业融资难是中国与欧盟均关注的重点。欧盟为助推欧洲2020战略实施,出台了“企业和中小企业竞争力计划”(COSME),从融资渠道、市场进入、环境框架、企业文化等方面制定具体措施和目标。在美国加大保护主义和应用贸易战手段的背景下,强化与欧盟的沟通交流、深化在中小企业等共识度较高领域的合作,有助于为我国营造适宜的发展环境,助推一带一路倡议等战略的落地实施。因此,文章从金融领域视角全面梳理COSME计划,通过研究分析其金融工具的预算安排、功能分类、配套措施、相互关系、实施效果等设计和运行等,提出我国在中小企业金融扶持方面应建立持续、长效的政策体系,促成政策措施间协调、统一,并达到实施效果可检测、评估。
Abstract:
The financing difficulties of SMEs are the focus of both China and European Union(EU).In order to promote the implementation ofEurope 2020 strategy,EU launched the program for theCompetitiveness of Enterprises and Small and Medium-sized Enterprises(COSME),formulated specific measures and objectives from financing channels,market entry,environmental framework,enterprise culture and other aspects.In the context of increased protectionism and the use of trade wars in the United States,we should strengthen communication with the EU and deepen cooperation in the areas of higher consensus,such as SMEs.It will help to create a suitable development environment for our country and promote the implementation of the One Belt And One Road initiative.Therefore,from the perspective of finance; through the research and analysis of the financial instruments budget arrangement,functional classification,supporting measures,mutual relations,implementation effect and other design and operation; this paper comprehensively combs the COSME plan.Finally,it is suggested that China should establish a sustainable and long-term policy system in the financial support forSMEs,and promote the coordination and unification of policy measures,and achieve the implementation effect can be detected and evaluated.
