摘要:
在厘清市制及"县改市"产生的相关背景的基础上,分析了中国特色的城镇化之路与县改市的客观要求。论证了城市的效率与要素集聚度之间存在难以确定的比例关系;中国的城镇化具有阶段性、适应性、层次性、节奏感和时代性特点;县改市区划体制和管理体制的"市制化"调整,正是适应城镇化发展新特点的可行性选项。指出了县改市的风险与挑战主要表现在"三农"和城市内部以及中心城市与县之间的利益博弈上,主张立足于"三农",稳步推进县改市,促进城镇化的健康发展。
Abstract:
Based on clarifying the city and “background of the county to the city” generation,this paper analyses the objective requirement change,the road of urbanization with Chinese characteristics of the county.The efficiency and the factors of city agglomeration are difficult to determine the relationship between their proportion.Chinese urbanization is of stage characteristics,adaptability,graduation,rhythm and the characteristics of the times; the county to the city zoning system and the management system of “city”,are to be adapted to urbanization development feasibility.The author points out the risks and challenges of the county to the city,mainly the interests of the game in the “inner city and rural” and between the central city and county,and claims based on the “three rural”,and steadily push forward the county to the city,to promote the healthy development of urbanization.
