摘要:: 2014年8月28日,中国人民银行发布《统计数据和元数据交换(SDMX)》金融行业标准(以下简称SDMX标准),作为金融统计标准体系的重要组成部分,在标准发布后,SDMX标准的具体实施迫在眉睫。SDMX标准于2001年推出,目前已被多国统计部门及中央银行采纳实施。欧盟统计局作为SDMX的发起组织之一,制定了内容向导指南等实施SDMX的规范性流程文件,并在欧洲统计体系内推广应用。荷兰国家统计局于2005年开始实施SDMX标准,在短短3年后就成功运用其对外数据交换,又将SDMX推广到渔业、外贸、教育等统计领域。荷兰“起步晚,见效快”的发展历程,对我们实施SDMX标准具有一定的借鉴意义,因此,本文试图在详细阐述荷兰经验的基础上,提出对我国金融业实施SDMX的借鉴与启示。

Abstract:: On August 28,2014,the people's bank of China issued “the Statistical Data and Metadata Exchange”(SDMX)financial industry standards(hereinafter referred to as the SDMX standard),as an important part of financial statistical standards system.After the release,the specific implementation of SDMX standard is imminent.SDMX standard,launched in 2001,has been adopted to implement by the multinational statistics department and the central bank.Eurostat,as one of the organizers of SDMX,made the normative process documents for the implementation of SDMX such as the content,the wizard guides,and these documents applied in European statistical system.From 2005,the national bureau of statistics in the Netherlands began SDMX standard,after just three years,the foreign exchange data is used successfully,then it will promote to the statistical field of fishing industry,foreign trade,education,etc.The “started late,achieved quickly” development history which implement in the Netherlands has a certain reference value to our country.Therefore,on the basis of detailed experience in the Netherlands,this paper put forward the reference and revelation for the implementation of SDMX in China's financial industry.
